National Council

Convention begins with the Legislative Forum/Town Hall Meeting on Saturday, September 12, 2009. The first session of the National Council is on Sunday, September 13, 2009.

To ensure that each state and local association is eligible to have its full voting representation at the convention, the following guidelines and deadlines must be followed.  There will be no exceptions.

  • Officer Reporting Deadline: Saturday, August 8, 2009 – the last day for associations to report officers to NAIFA to secure voting privileges.  Associations that do not meet this deadline lose voting privileges in the National Council. 
  • Local Delegate Reporting: Thursday, August 20, 2009 – the last day for NAIFA to receive notice from locals of their delegates.  State and local associations are encouraged to appoint an alternate for every position to ensure voting representation for the association in the event the president or national committeeperson will not be able to attend the convention.  In the event a local association’s delegate reporting form is not received by the August 14 deadline, the local will lose their right to appoint and the state will have the exclusive power to appoint the voting delegates and alternates on behalf of the local, subject to the deadline below.
  • State Delegate Reporting: Friday, August 28, 2009– the last day for NAIFA to receive notice of state appointments of local delegates, in situations where a local has lost the right to appoint delegates (as described in preceding bullet point).
    • All voting delegates and alternates must be registered to attend NAIFA’s convention before they are allowed to pick-up their credential cards and ribbons. Please note: the deadline for convention pre-registration is Monday, August 10, 2009.
    • Each voting delegate will receive a Credentials Card and ribbon when they report to Credentials. A current photo ID/driver’s license AND a 2009 registration badge will be required.Voting delegates will not be permitted to vote without a credentials card and ribbon.

Reporting Voting Delegates and Alternates

NAIFA Bylaws provide that each state and local association may have two votes at the National Council Meeting.  Each standing committee chairperson, certain former elected members of the NAIFA Board of Trustees, NAIFA National past presidents, Conference Chairs and members of the NAIFA Board of Trustees, will all have one vote.  None of the latter votes are transferable.  If you are a chairperson of a standing committee, past president, etc., and also a state/local president or national committeeperson, use your non-transferable vote and have an alternate appointed for your state/local voting position.

Except in those situations where an alternate is found in the same association, it is understood that the state association may assist in making the necessary arrangements to ensure that each local association (in good standing with NAIFA) within the state has voting representation.  Many of the state offices will be in contact with each of the local elected presidents and national committeepersons within their states to verify attendance at the convention.  Please respond to your state when you receive communications and complete the forms as requested.  If you choose to appoint an alternate, this person may not vote if the president and national committeeperson are present and voting at the convention.  All associations are encouraged to appoint alternates for their president and national committeeperson in the event of an emergency whereby the president or national committeeperson becomes unable to vote.

Credentials officially closes at Noon on Tuesday, September 15.  A credentials representative will be located outside the National Council meeting on Wednesday, September 16 at 8:00 am for emergency situations only.
