Other State Reform Efforts

Working together (under the umbrella of the NAIC) state regulators in June of 2004 released a proposal to reform the insurance regulatory system, the Roadmap for Regulatory Modernization. NAIC's roadmap seeks to improve state regulation by tackling some of the same issues addressed by federal proposals – such as speed-to-market, streamlined agent licensing, and a more consistent market conduct exam process. The Interstate Compact addresses one component of that initiative, but the are other efforts underway to address other areas in need of reform.

With regard to producer licensing, the NAIC is working with the states to streamline the agent-licensing system. Agent licensing is improved if NAIFA members can spend less time filling out paperwork and more time helping clients. And if every state had the same licensing rules it would clear the way for all states to grant non-resident licenses efficiently. Toward this end, the NAIC has adopted a set of uniform standards for resident producer licensing, and states are beginning to implement these standards.
