High Risk PoolsA highrisk pool is a program created by a state that provides health insurance to individuals who cannot obtain coverage in the private market because of serious medical conditions. Currently, 34 states that have established high risk pools are providing high quality comprehensive coverage to approximately 200,000 Americans. NAIFA Health & Employee Benefits supports federal grants to states in order to provide health coverage for high-risk populations. States should establish high risk pools to meet the needs of the medically uninsurable. Funding of losses from such pools should be broad-based and not impose undue hardship on any single group. |
